FCC Licensing Woes

We have recently observed that less than 10% of the Industrial/Business applications filed at the FCC since the beginning of the year for new wireless systems have been granted. Further, apparently not a single application that would modify an existing Industrial/Business license has been granted since January 1st. This is a bit extraordinary, and I must assume that there is a rational explanation that probably has something to do with new software within the Commission’s ULS. They work on the code within ULS all the time, and without notice to their certified frequency advisory committees. We discover updates have been made only after our internal programs alert us that a batch filing submitted to the Commission had ULS “receipt” issues. Oftentimes, we have to figure out what changed so that we can update the application submittal code at our end, and then promptly resend the certified applications. We are checking as this phenomenon is a bit broader in scope and doesn’t seem to be affecting public safety applications. I am sure there is an explanation. I’m sure.
