Protocol Discussions Continue - Public Safety Accessing Business Channels

The Public Safety Communications Council (PSCC) recently provided a rather vague response to Business/Industrial frequency advisory committee inquiries regarding how and under what circumstances public safety coordinators will seek Industrial/Business frequencies for public safety entities under certain circumstances. While providing few details, the PSCC noted that there may be instances where to reduce combiner costs, I/B channels may be pursued, and there are also cases where a public safety frequency advisory committee (there are four – APCO, AASHTO, IMSA and FCCA) may independently determine that using a public safety channel might cause interference to incumbent a public safety incumbent licensee, thus requiring the use of I/B channels. The I/B frequency advisory committees are in the process of seeking just a wee bit more clarity from the PSCC membership before acquiescing to public safety’s spectrum plight. Of note, the I/B coordinators may develop new concurrence procedures where not one, but all I/B coordinators will have the opportunity to independently verify the validity of “there are no channels available for this public safety applicant”, comment on the selection of I/B channels as being appropriate replacement channels, and provide concurrence or non-concurrence.
